Apa itu service level? Sederhana saja, jika pelanggan membutuhkan sesuatu dari pemasok dan sesuatu itu tidak ada, maka dikatakan pemasok gagal memenuhi permintaan pelanggan. Kalau dari 100 permintaan, hanya dapat dipenuhi 90 kali, dapat dikatakan service levelnya 90%. Nah, berapa service level di fasilitas kesehatan tempat anda bekerja?<\/p>\n<p><!--more--><\/p>\n<p>Hubungan antara pelanggan dan pemasok terjadi di berbagai titik. Saat pasien membutuhkan obat di rumah sakit, hubungan pelanggan dan pemasok terjadi antara pasien dan bagian farmasi rumah sakit atau unit di masa pasien tersebut dirawat. Pada saat suatu unit di rumah sakit membutuhkan tinta printer dari gudang non-medis, hubungan pelanggan dan pemasok terjadi antara unit dan bagian gudang. Begitu juga ketika rumah sakit butuh mengisi kembali stoknya dari vendor, maka rumah sakit menjadi pelanggan dan vendor menjadi pemasok. Idealnya service level di setiap titik 100%. Tapi seperti sudah disinggung pada posting sebelumnya, menjamin ketersediaan 100% sama artinya dengan menyediakan stok yang sangat banyak. Kondisi ini menjadi tidak ideal bagi fasilitas kesehatan yang (tentu saja) memikili dana terbatas.<\/p>\n<p>Kapan suatu permintaan disebut gagal dipenuhi? ketika spesifikasi yang diminta tidak dapat dipenuhi, yang tidak hanya berupa jumlah (1). Kualitasnya (2) pun harus terpenuhi. Bahkan tidak hanya itu, standar lain pun dapat dijadikan bagian dari spesifikasi misalnya waktu pemrosesan\/waktu layanan (3). Jadi ketika ada permintaan obat X ke bagian farmasi sebanyak Y unit, maka permintaan dikategorikan sukses dipenuhi jika sejumlah Y unit untuk obat X dipenuhi dalam kurang dari 30 menit (standar waktu pelayanan minimal untuk obat jadi) . Memang terkait dengan persediaan, standar (3) biasanya tidak terlalu berpengaruh, cukup standar (1) dan (2) saja yang harus dipenuhi.<\/p>\n<p>Persoalannya apakah fasilitas kesehatan sudah mencatat data pemenuhan permintaan ini? Boleh jadi tidak banyak fasilitas kesehatan yang melakukannya. Entah karena dianggap tidak penting, tidak ada alatnya, atau tidak tahu caranya. Alasan pertama jelas tidak tepat. Jika ingin mengelola persediaan dengan optimal, maka data pemenuhan permintaan sangat penting untuk mengukur service level. Alasan kedua dan ketiga mungkin terjadi dan untuk itulah fasilitas kesehatan perlu belajar bagaimana mendapatkan dan mengolah data pemenuhan permintaan agar menjadi informasi yang penting bagi manajemen (baca: pimpinan fasilitas kesehatan).<\/p>\n<p>Jika rumah sakit sudah memiliki SIMRS, perlu dilihat apakah SIMRS-nya sudah dapat mengeluarkan laporan service level tiap periode yang ditentukan. Kalau belum, rumah sakit perlu (harus) menyampaikan ke pengembang untuk memasukkan pengolahan dan laporan pemenuhan permintaan dalam aplikasi SIMRS.
